The call for volunteers was for the world usability day.And since its a limited time-frame event, above post was used to collect data.
This event is already over.
and btw, the participant registrations were infact doene using online forms.

And Now, what you can do is to register the discusion board at http://groups.yahoo.com/group/usabilitymatters/. This is very much online and links given on each page.
