Dividers are used so that there is clarity to the user as to which part of the road he should use .A divider located on a one way road is of no use. It creates confusion to the user rather than making it easy for him.

i dont think that was one way from the begining.. looks like converted to one-way to control traffic.
also note, sometimes when the traffic is merged into one-way, divider is needed to avoid accidents.
