Isn’t the parking meant for auto rickshaws only when the signage indicates it clearly?

A signage board for parking of auto rickshaws indicated that the parking is meant for auto rickshaws only. But many a times one can find other vehicles like cars and scooters also being  parked; this generally leading to traffic jams and other inconveniences.
