The bulb glows to give the light only to the area around it. As one can make out from the above picture the intensity of light is higher around the bulb which is not necessary.
Bad Designs
If there is a uniformity in the spread of light there will definitely be lesser energy consumption and more spread of light and hence it is environmental friendly.
